Plans

The A629 Orange Street roundabout to Illingworth project includes proposals for:

Orange Street roundabout walking improvements

We are upgrading signage, lighting, CCTV, and paths on the western side of Orange Street roundabout. We’re planning murals or community arts to decorate the subways linking St James Road to Richmond Close, and Richmond Close to Corporation Street.

These proposals complement other plans to improve Orange Street roundabout proposed under the North Halifax Improved Streets for People project, and link to the A629 phase 2 Halifax town centre project.

Routes round and across Orange Street roundabout will benefit from a range of interventions to make walking and cycling safer and more pleasant.

 

Old Lane cycling and walking improvements

We are improving a route for cycling and walking along Old Lane. 

We will introduce speed humps, resurface the road and pavement, and improve street lighting so that people feel safe when they travel along Old Lane.

There will be improvements from Halifax at Orange Street roundabout, along Old Lane and the A629, all the way up to Illingworth and the junction with Wrigley Hill.

 

Keighley Road / Nursery Lane walking improvements

We will add a new crossing on Keighley Road near the junction with Nursery Lane. We will widen footpaths and add tactile paving.

On Ovenden Road we will upgrade the island crossing to a zebra crossing and widen the footway.

New crossing on Keighley Road

We will add a new pedestrian crossing on Keighley Road. This new crossing directly addresses feedback from the public and members of Illingworth Sports and Social Club (including Crossley Juniors AFC), who wanted a safer way to cross the busy road.

The location of the crossing will be further north than depicted in this diagram. We conducted a pedestrian survey and adjusted the position to align better with where people tend to preferred to cross the road.

 

Wrigley Hill junction improvements

Whitehill Road will become one-way only westbound, and we will add a new crossing at the western end. We will widen footpaths and add tactile paving to make walking safe and easier. 

We will remove some on-street parking and add a vehicle-activated speed sign on the A629 north of the junction.

These interventions have been designed to improve safety at this junction.

The new layout at the junction of Keighley Road will prevent right turns in to Whitehill Road.

 

Bus priority improvements

We will install bus priority signals at these junctions: A629 Keighley Road/Nursery Lane, A629/Ovenden Way and A629/Shroggs Road. These measures will improve journey times for all users, including people travelling on buses through these areas.

Economic growth

The project will create opportunities for and improve access to businesses north of Halifax.

Sustainability

Bus routes will be prioritised, making it easier for more people to choose public transport. Cycling and walking improvements will make choosing active travel an easier and more attractive option.

Safety

Upgrades will make cycling and walking routes safer.

Connectivity and access

Communities either side of the A629 will be better connected to each other, and access to employment, education and leisure will be improved.

Cleaner environment

The investment in active travel infrastructure and public transport could reduce private vehicle usage, leading to reduced emissions, and supporting our Climate Action Plan. This project supports the West Yorkshire Combined Authority’s and Calderdale Council’s shared commitment to achieve Net Zero by 2038..

We're using feedback from local people and organisations to shape improvements planned as part of this project. 

Read: Feedback helps shape plans to improve travel in and around north Halifax.

Feedback for the proposals was generally positive, with particular support for pedestrian safety improvements, including those proposed at Orange Street roundabout, Keighley Road and Whitehill Road. Respondents noted the difficulties of walking along these routes and how proposals would make crossing these busy roads easier and safer.

In July 2021, we asked for your feedback on initial proposals to make it easier to travel through towns and villages on the A629, specifically between Orange Street roundabout and Ogden. We have made changes to the proposals based on the feedback we received.

The public consultation closed 18 July 2021. Thank you for your contributions. All feedback is being analysed. The Full Outcome Report for the project will be published on the WYCA Your Voice page for the project.

May 2021

These designs have been produced in preparation for the submission of an outline business case in September 2021, with the aim of developing the proposal fully in 2022/23 and delivering the project by March 2024.

At this stage we continue to define the scope of the project to identify the range, type and location of the interventions required to achieve the benefits. A public consultation runs from 14 June – 18 July 2021.

November 2021

The Outline Business Case (OBC) was submitted to the West Yorkshire Combined Authority for appraisal on 1 October 2021. Following the consultation held in summer, a Consultation Analysis Report will also be published in the coming months.
